When she returned to Reedsport in 2005 she went to work for the Port of Umpqua, starting as Administrative Assistant and then Port Manager.\u00a0 She resigned as Port Manager in 2008 to take care of her parents.\u00a0 Donna serves on the Reedsport Urban Renewal Board, where she is one of the original members and, is Chair for the Reedsport Christian Church Congregation. She and her husband Mike have a daughter, 2 sons and 12 grandchildren.\u00a0 Position #1, term ends 6\/30\/29<\/span><\/p>\r\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft\" src=\"https:\/\/portofumpqua.net\/wp-content\/uploads\/2025\/12\/Rhonda-Photo-for-Port-1-scaled.jpg\" alt=\"Rhonda Black\" width=\"205\" height=\"199\" \/><\/p>\r\n<p><span style=\"font-family: tahoma, arial, helvetica, sans-serif;\">Rhonda Black &#8211; Secretary<\/span><\/p>\r\n<p><span style=\"font-family: tahoma, arial, helvetica, sans-serif; font-size: 10pt;\">Commissioner Rhonda Black was elected to the Port Commission in May 2025 and began serving July 1, 2025.\u00a0 Rhonda moved to the Reedsport area in 1989.\u00a0 She graduated from Marshfield Senior High School and then attended Southwestern Oregon Community College.\u00a0 Her background includes working with natural resources, in the pulp and paper industry and ranching.\u00a0 Rhonda is currently the District Manager\/Certified Conservation Planner for the Umpqua Soil &amp; Water Conservation District.\u00a0 She has been involved as the Partnership for the Umpqua Rivers Director, Umpqua Soil and Water Conservation District Director, Douglas County Coastal Planning Advisory Committee Member and currently is working with the Oregon Coastal Zone Management Association, Oregon Conservation Education Assistance Network, Partnership for the Umpqua Rivers, and Elk Creek Watershed<br \/>Coalition Technical Advisory Committee \u00a0Position #2, term ends 6\/30\/29<\/span><\/p>\r\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft\" src=\"https:\/\/portofumpqua.net\/wp-content\/uploads\/2025\/12\/Tom-for-Port.jpg\" alt=\"Tom Black\" width=\"188\" height=\"134\" \/><span style=\"font-family: tahoma, arial, helvetica, sans-serif;\">Tom Black &#8211; Assistant Secretary<\/span><\/p>\r\n<p><span style=\"font-family: tahoma, arial, helvetica, sans-serif; font-size: 10pt;\">Commissioner Tom Black was elected to the Port Commission in May 2025 and began serving July 1, 2025. Tom is a lifelong resident of Reedsport who grew up on a large dairy operation on the Lower Smith River. He is a Military Veteran, and currently is a beef cattle rancher and honeybee keeper. Tom is also a truck driver, heavy equipment operator, and has worked in the pulp and paper industry. Tom is a Local Advisory Committee Member with the Umpqua Basin Agricultural Water Quality Plan and Local Advisory Committee Member, Tom is also a District Director with Umpqua Soil and Water Conservation District.\u00a0 Position #4, term ends 6\/30\/29<\/span><\/p>\r\n<p><span style=\"font-family: tahoma, arial, helvetica, sans-serif;\">Cindy Simmons &#8211; <span style=\"font-size: 10pt;\">Commissioner Simmons was recently appointed to the Port of Umpqua Board of Commissioners at the April 15, 2026, meeting.\u00a0 Previously, Commissioner Simmons was elected to the Port of Umpqua Board in 1997, serving through 2007.\u00a0 She holds a Bachelor of Studio Arts and a Bachelor of Social Work from Pacific University and a Master of Social Work from Walla Walla University.\u00a0 Cindy is the founder and owner of Umpqua Aquaculture in Winchester Bay.\u00a0 She has lived in Winchester Bay since 1982, raising her 2 daughters here.\u00a0 Commissioner Simmons previously served on the Board of the Winchester Bay Sanitary District from 1993 &#8211; 2011, overseeing a major treatment plant upgrade.\u00a0 She also served on the Douglas County Planning Commission from 2009 &#8211; 2011.\u00a0 Position #5, term ends 6\/30\/27.<\/span><\/span><\/p>\r\n<p><span style=\"font-family: tahoma, arial, helvetica, sans-serif; font-size: 14pt; color: #000000;\"><span style=\"font-size: 10pt;\"><a href=\"https:\/\/portofumpqua.net\/?attachment_id=2355\" rel=\"attachment wp-att-2355\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-2355\" src=\"https:\/\/portofumpqua.net\/wp-content\/uploads\/2020\/10\/Scott-Kent-1024x941.jpg\" alt=\"\" width=\"187\" height=\"172\" \/><\/a><\/span><\/span><span style=\"font-size: 14pt; font-family: tahoma, arial, helvetica, sans-serif;\">Scott Kent &#8211; Port District Manager <\/span><\/p>\r\n<p style=\"text-align: left;\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif; font-size: 14pt; color: #000000;\"><span style=\"font-size: 10pt;\">Scott Kent was born and raised in Reedsport, Oregon with a family involved in construction, <\/span><\/span><span style=\"font-family: tahoma, arial, helvetica, sans-serif; font-size: 14pt; color: #000000;\"><span style=\"font-size: 10pt;\">charter fishing, and education.\u00a0 Scott is a licensed professional engineer in both civil engineering and naval architecture\/marine engineering.
